Chancela Al-Mansour, Esq. has been the Executive Director of the Housing Rights Center (HRC) in Southern California since 2010. HRC is one of the nation's largest and oldest non-profit civil rights organizations dedicated to securing and promoting fair housing while also working towards the prevention of homelessness. HRC provides fair housing and landlord-tenant services to the City and County of Los Angeles and Ventura County representing over 11 million residents in the most populated area in the nation consisting of over 100 cities. HRC under Chancela’s leadership administered over $100 million in COVID19 related emergency rental assistance to more than 50,000 households. HRC and the city of Los Angeles are currently processing another $240 million in emergency rental assistance. HRC is also partnering with the state of California in addition to the City of Los Angeles to educate disadvantaged and underrepresented communities about the new emergency rental assistance and other eviction prevention programs. HRC is also a leading partner of StayhousedLA, one of the first successful “right to counsel” movements offering eviction defense and rental assistance to low-income tenants. Chancela serves on the Measure H Citizen’s Advisory Board (projected $3.5 billion sales tax measure to combat homelessness), the Los Angeles Commission on Blacks Experiencing Homelessness and the Los Angeles Commission on Women Experiencing Homelessness. Before joining HRC, Al-Mansour was at Neighborhood Legal Services of Los Angeles County where she supervised its eviction defense unit, the Bankruptcy Court Self-Help Center and its HPRP (homeless prevention) programs. She also litigated hundreds of cases involving landlord-tenant, land use and mortgage fraud and fair housing laws. Chancela was also an Earl Johnson Fellow at the Western Center on Law and Poverty. She serves on the boards of the California Reinvestment Coalition, the National Fair Housing Alliance and Friends in Deed (Pasadena support center for the unhoused). Al-Mansour graduated from Vassar College and the University of California at Davis School of Law.
