Chancela Al-Mansour has served for 16 years as Executive Director of the Housing Rights Center (HRC) in Los Angeles, California, one of the nation’s largest fair housing counseling centers that provides services to over 17,000 California households every year. Ms. Al-Mansour started her legal career in 1992 as the Earl Johnson Community Law Fellow at the Western Center on Law and Poverty in Los Angeles where she focused on fair housing litigation. She then worked at Neighborhood Legal Services of L.A. County for 16 years supervising its Housing and Homelessness Prevention and Rapid Re-Housing Programs, Volunteer and Law Clerk programs, self-help eviction defense centers, affirmative housing litigation unit, and where she founded and led the county’s first bankruptcy self-help clinic. In 2007, Ms. Al-Mansour was awarded the California Lawyer's Super Lawyer Award and LA's Pro Bono Service Award for her work in providing legal assistance to Hurricane Katrina evacuees in Los Angeles. Over the course of her career as a fair housing attorney, she has litigated hundreds of cases involving unlawful evictions, housing discrimination, land use claims and mortgage fraud. Chancela led the Housing Rights Center in its successful administration of $322 million in emergency rental assistance for over 22,000 low-income households during the COVID-19 pandemic. She is a frequent speaker and contributor on issues of redlining, segregation, and racial migration in California. She has served on LAHSA's Ad Hoc Committees on Blacks Experiencing Homelessness and Women Experiencing Homelessness, is a member of the Black Women’s Lawyers Association of Los Angeles and the National Bar Association. Ms. Al-Mansour is a board member for the National Fair Housing Alliance, and a graduate of Vassar College and the University of California at Davis School of Law.
